Enhance Webhooks

Please add the following events to Webhooks

• Suspend Instances (with public comments)

• Silenced Instances (with public comments)

• Unhealthy Instances (Federation failing)

• Unhealthy Instances (back to healthy)

• IP block added (with comment if possible)

• Email block added (with comment if possible)

• Moderation reports (pending)

• Moderation reports (outcome)

• Moderation Appeals (pending)

• Moderation Appeals (outcome)

• Suspend Accounts (with username/hashed emails/ips) and reasons if possible

• Account Signup (pending email confirmation)

• Account Signup (completed email confirmation)

• Account Self-Deletion

• Account moved to another instance

• Relay up/down
